In founding the Borrego Water Exchange,
Lane established the first open-market cap and trade exchange for
water transfers in the State of California. He has served on ad-hoc
committees of the Borrego Water District and was awarded a grant from
the District for the development of the cap and trade system now operational to reduce overdrafting.
Services include:

efficient use of water resources.

for water importation, exportation, banking, recharge, transfers,
groundwater storage, sharing agreements, easements, and restoration.

placement, evaluation and execution.

Research, compilation, due
diligence and executive level reporting.
He draws upon his education and
experience in mathematics and computer science to solve problems
using a systems approach. Lane is leading a renewable energy
development company presently, Solana Energy. Water and energy are
