Lane Sharman

In founding the Borrego Water Exchange, Lane established the first open-market cap and trade exchange for water transfers in the State of California. He has served on ad-hoc committees of the Borrego Water District and was awarded a grant from the District for the development of the cap and trade system now operational to reduce overdrafting. 

Services include:

• Development of cap and trade for agencies creating market incentives that reward efficient use of water resources.

• Negotiating treaties and protocols for water importation, exportation, banking, recharge, transfers, groundwater storage, sharing agreements, easements,  and restoration.

• Negotiating and financing infrastructure, acquisitions, mergers, and divestitures.
  

• Grant application development, placement, evaluation and execution.
  

• Research, compilation, due diligence and executive level reporting.
  

He draws upon his education and experience in mathematics and computer science to solve problems using a systems approach. Lane is leading a renewable energy development company presently, Solana Energy. Water and energy are his passions.
